One thing that I would like to correct is that there are absolutely no dodgy ATMs in India The card swallowing ones that you are talking about are the old models They give you the card back right afte the transaction Many ATMs are out of cash nowadays because of electronic payment methods like UPI India is becoming increasingly more and more cashless Foreigners can also get an UPI account activated There is a kiosk at Delhi airport arrivals

3:36 UPDATE: Now you can use a cashless way to transact in most of the parts in India its called UPI(Unified Payment Interface) when you land at the airport, give your currency at counter and you will get that money in a digital wallet on your mobile, and you can pay anyone by just scanning recivers QR Code or just by entering recipient's mobile number
